When I was a kid it didn’t matter how important I thought something was, or how absorbed I was in that activity, there was always someone around to accuse me of footering. In Scots to footer means to fiddle with something or waste time on useless diversions. The cheek! I suppose one person’s footering is another’s essential activity.
